What the check reads. HC-48 (b), 15/09/2026: the 0.5 is earned only when leg_cookie_pol found a policy. With trackers and no policy the row costs 0.5 under its own finding (leg_undisclosed); with no trackers and no policy it still pays 0 and the cost is charged to the leg_cookie_pol finding, so the cookie-policy card is worth 1.5 rather than 1. We do not read the policy's text, so a policy that exists but lists nothing still earns the half point.
